Use a mortar and pestle to crush the peppercorns until coarse in texture. Set 2 teaspoons aside.
Pat tenderloin dry and season with salt and lots of crushed pepper. Rest at room temperature 30 minutes before cooking.
Sear steak all over in a hot pan, baste with garlic, butter and herbs. Transfer to the oven to finish cooking.
Remove steak and let it rest. Add shallots to the pan, cognac, cream, and peppercorns.
Slice steak and serve with pan sauce. Serve alongside fries and salad for a complete meal.
