Make the sauce.
Combine the poblanos and the rest of the ingredients and blend until smooth.
Make the filling.
Heat oil in a skillet and cook the ground beef. Add potatoes, corn, and seasonings and cook until soft.
Place filling and cheese in a tortilla and roll it up. Place it seam side down in a baking dish.
Top with the remaining sauce and more cheese and bake until hot and bubbly.
Top and serve.
