1. Soak Chilies
Combine dried chilies, onion, and garlic in a sauce pan and cover with water. Simmer 20 min, until chilies are soft.

Using a slotted spoon, transfer the chilies, onion, garlic, and 1 cup of liquid to a blender. Add beef broth, spices, salt and pepper and blend until smooth.
