1. Soak Chilies

Combine dried chilies, onion, and garlic in a sauce pan and cover with water. Simmer 20 min, until chilies are soft. 

2. Blend

Using a slotted spoon, transfer the chilies, onion, garlic, and 1 cup of liquid to a blender. Add beef broth, spices, salt and pepper and blend until smooth. 

3. Prep Beef

Cube the beef chuck roast and toss with salt and pepper. Toss with 2 tablespoons of flour.

4. Sear

Heat neutral oil in a dutch oven and brown the beef on all sides in batches. 

5. Simmer

Pour in the red chile sauce, add the bay leaves, cover and simmer for 2 hours or until very tender. Check the link below for slow cooker instructions.
